The state secretariat wanted to integrate the directorates with the secretariat department.
The Government of Odisha’s secretariat is the highest seat of the state’s administrative and governance setup, overseeing the functioning of the state government across levels.
The secretariat was looking to modernize its way of working in order to provide services and information to its stakeholders in a timely and efficient manner. The absence of a centralized document management system resulted in painfully long processes and delayed correspondences. The secretariat had to deal with a massive load of paperwork and subsequent data destruction, almost on a continuous basis. Moreover, in the absence of a robust management information system (MIS), the secretariat’s employees ended up spending considerable amount of time in data compilation and reporting, and the lack of automation made tracking of files fairly complicated and laborious. The state government was looking for a system that would streamline access control, ensure data privacy and confidentiality, and provide full visibility and transparency to all the stakeholders to accelerate decision making.
