During periods of unemployment, government employment resources are invaluable for connecting job seekers and employers. But state labor exchange programs are struggling to deliver necessary services as their technological foundations fall behind constituent expectations, and job matching processes require extensive staff involvement. The technological advances of the 21st century, including machine learning and artificial intelligence, mean staff-assisted services are no longer required for every job seeker or employer in every activity.
Registration forms are the foundation for all workforce services. To match job seekers with an ideal occupation, labor exchange programs must collect data about the individual, their work history, education, certifications, skills, personal attributes, and any known or perceived barriers to employment. Historically, job seekers have been the primary source of this information, with lengthy surveys about their qualifications that often fail to capture more subjective details about the individual or their experience.
“People tend to over- or understate their soft skills and people skills, which can make it difficult to match them with a suitable role or organizational culture,” said Dale Smith, TCS US Public Services director of labor and workforce programs.

The result is a comprehensive registration with the necessary information to understand the occupations for which the job seeker is suited, develop a professional resume and individual employment plan, and match the job seeker with a well-suited position.
