Electoral rolls are central to the electoral process. They identify eligible voters and need to remain accurate and updated throughout the election cycle.
Preparing and maintaining the electoral rolls require regular work and include several steps. New voters have to be identified and added, details verified, errors corrected and existing records updated. Doing this manually, or working across different systems, makes the process slower and increases the chances of inconsistent records.
The authority had already digitised parts of electoral process. However, voter information continued to be held across different systems, making it difficult to maintain a consistent record and give authorised officials a complete view of the data. The timely processing of requests, application performance and security were also key concerns.
A common platform was needed to bring these processes together and enable electoral rolls to be managed more efficiently. The objective was to improve data quality, strengthen security and provide authorised officials with a clear and dependable view of voter records.
TCS developed a secure, web-based application to bring the authority’s electoral processes together on a common platform.
The application maintains voter information in a central database, giving only the authorised officials access to consistent and updated records. By reducing the need to work across separate systems, it supports better coordination across electoral activities and makes it easier to manage changes to voter information.
A dashboard provides officials with an updated view of the voter lifecycle. It helps them monitor enrolments, corrections, transfers and verification requests, while also providing greater visibility into how these requests are being processed.
The platform also makes important electoral information easier for voters to access. Citizens can check whether their names appear on the electoral roll, confirm their registered polling location and review their details ahead of an election. This can be done basis a search using voter reference numbers or basic personal information and submit requests to update their records when required.
This same platform is also used to generate voter information slips, which are handed to voters by authorised election officials. Each slip brings together the voter’s registration details and polling information in one place, including the assigned polling location and the scheduled date and time of voting. This allows voters to check the information they need before heading to the polls.
The application designed by TCS has helped the authority address three long-standing concerns: the security of voter information, data spread across multiple systems, and application performance.
With voter records available in one database, authorised officials no longer had to work across separate systems. They could access more consistent information, review records, process requests and manage electoral operations with greater clarity.
Since its deployment, the application has supported several elections and handled electoral information searches at a significant scale. It has also been used to generate voter identification documents and information slips that tell voters where and when to cast their vote.
Large-scale verification exercises have helped the authority review and update voter records. The time required to produce electoral roll documents has also reduced considerably, allowing updated rolls to be made available faster.
Together, these improvements have made election process more secure, efficient and dependable, while giving voters easier access to the information they need.
The application was introduced in phases, with existing voter records and processes gradually moved to the new system. It is used by authorised officials to manage voter enrolments, corrections, transfers and removals, while citizens can use it to submit requests and check their registration details.
Officials across different levels of the election authority work through the same platform. This has reduced the need to manage information across separate systems and made it easier to track applications from submission through verification and approval.
TCS also standardised how forms are processed, how voter information is recorded and how electoral roll documents are produced. Activities such as voter registration, field verification and record updates are now managed through a common process. The platform also gives registration officials the information they need to review applications and take decisions.
As the central source of voter information, the application plays an important role in maintaining trust in the electoral process. Security controls protect voter records from unauthorised access and ensure that the system is available only to approved users.
